Linux, because it’s generally cheaper and more reliable. You also may want to look at bulletproof hosting in china or Russia under a fake name if you plan to make this bigger than you and a few friends.
You also probably don’t want or need a website with a domain name, but just a server with a ftp service with a static IP address.(Unless it’ll be more than you and a few friends, which I would advise against)
It’ll be a minimum of $50 per month for a server in a virtual maching with 3000GB of bandwidth, or you can use amazon hosting where you pay per GB of bandwidth and storage. For that price you could just buy an external hard drive or stack of DVD’s and pass them around, or actually buy 4-5 cd’s a month and support the artists and music industry so you can keep getting new high quality recordings.
If your on a university network you could always just set up an ftp file server on your computer.
